The incumbent exercises full signatory authority and final authority for the United States Patent and Trademark Office, Department of Commerce, and the Executive Branch of the government to determine the approval/disapproval of patent applications. In addition, the incumbent performs the full range of supervisory duties, (Supervisory Patent Examiner (SPE)) reviewing the performance of all patent examiners in the Art Unit for compliance with standards, recommendation for the initiation of major projects, and the allocation of unit staff to these projects. SPEs serve as advisors to the Group Director and other higher level management officials on proposed changes to Patent Examining practices and procedures. The incumbent is expected to work on patent examining issues with their subordinates, Group Directors, senior level managers, patent attorneys, inventors, corporate officers, and other high-ranking officials of Federal, State, Municipal, and/or foreign governments to negotiate, justify, and resolve highly controversial/complex matters involving diverse viewpoints and goals.

- The incumbent serves as head of a Patent Examining Art Unit under the general administrative direction of the Group Director.
- Incumbent is responsible for the authoritative interpretation of legal precedents for making a wide variety of decisions involving the subject matter of Technology Center 3600, such as transportation, construction, electronic commerce, agriculture, national security, and material and article handling.
- The incumbent will be performing a number of related duties such as determining whether two or more applications contain interfering subject matter.
- Incumbent exercises the full range of supervisory and managerial duties associated with the direction of work in the art unit, developing and training employees, reviewing and evaluating the work and performance of subordinates, and determining the staffing needs of the unit. Selectee(s) may be required to perform an initial rotational assignment at the Patent Training Academy prior to assignment in the Technology Center.
If selected for a Regional Office SPE position, the incumbent will serve as part of the regional office management team which includes participating in formulating, developing, and implementing policies to carry out the goals and objectives of the regional office and the USPTO.

Specialized Experience Required: Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must have at least 52 weeks of specialized experience which has equipped them with particular knowledge, skills, and abilities to successfully perform the duties of the position, which is typical to the work of the position to be filled, and is equivalent to the (GS-14) in the Federal Service.
Specialized experience is defined as experience examining patents in art areas involving transportation, vehicle controls and navigation, physics, construction, agriculture, electronic commerce (Business Methods), national security, or license and review art areas.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
