In response, the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) was established by Congress to provide innovative scientific and technical solutions to address the nation's homeland security challenges. These technological solutions are then able to be used by agencies in the Homeland Security Enterprise, such as: Transportation Security Administration (TSA), Customs and Border Protection (CBP), US Coast Guard (USCG), U.S. Citizenship and Immigration Services (USCIS), Federal Emergency Management Agency (FEMA), First Responders, Domestic Nuclear Detection Office (DNDO), Immigration and Customs Enforcement (ICE), Office of Health Affairs (OHA), US Secret Service (USSS), and National Protection and Programs Directorate (NPPD).
Focused support will be to the following Group within S&T:
P3 (Public-Private Partnerships) (Formerly known as TITAN/Targeted Innovative Technology Acceleration Network): The Office of Public-Private Partnerships (P3) is a part of the Research and Development Partnerships Group within DHS S&T. P3 is charged with conducting industry outreach, enabling sponsored research and development, and developing partnerships that provide research and development (R&D) solutions and capabilities to DHS.
This position will primarily provide direct support to the Tech Transfer & Commercialization program in the execution of activities relevant to this program.
Coordinating with DHS intellectual property attorneys to move DHS S&T inventions through the patent prosecution process. Coordinating the efforts of the DHS Invention Evaluation Board. Assisting with the preparation of technology transfer documents. Reviewing documents for technical accuracy in accordance with applicable regulation. Identifying and developing methods, plans, and documentation to streamline operating procedures, reports, and systems to improve Technology Transfer program processes and encourage long-range planning. Maintaining, organizing, and tracking S&T’s technology transfer records. Provide regular reports and statistics on technology transfer activities. Performing follow-on inquires with partners to determine final outcome and impact of technology transfer activities. Conducting technical assessments of selected research and development projects; communicate assessment results and technical issues orally and in-writing. Providing review of Technology Transfer and Commercialization-related agreement, capability transition plans, and supporting documents and provide comments to the Technology Transfer program manager. Reviewing and summarizing changes or events in law governing technology transfer and intellectual property in federal laboratories and provide findings to the Technology Transfer program manager and the P3 Director. Reviewing and summarizing changes or events in theories and techniques of research and development in engineering or science and provide findings to the Technology Transfer program manager and the P3 Director. Researching and documenting best practices for the commercialization of products and services in coordination with DHS program managers and stakeholders. Monitoring and tracking S&T’s extramural invention disclosures, licenses (applications and term sheets), and royalties (payments).
Bachelor’s degree is required. Minimum 10 years’ experience in project support activities. Direct or support experience with government clients (can include state/local and/or Federal); focus on research and development, technology assessment programs, etc. is preferred. Ability to work on a dynamic team-oriented project, to demonstrate initiative, and function productively in a fast-paced environment. Ability to effectively interface with government leadership. Results-oriented with strong problem-solving abilities. Excellent verbal and written communication skills are required. Must be able to demonstrate excellent relationship building and management skills. Must either have an active or possess ability to obtain minimum NACLC background investigation and the corresponding government security clearance.
