Summary
Incumbents will be assigned to an art unit which will primarily examine applications filed by prose applicants in the chemical, electrical, and mechanical disciplines. These applications often pose difficult legal and procedural problems arising from applicants' lack of familiarity with USPTO processes and procedures, lack of legal expertise, and limited resources. The prosecution history of these applications may be complex and extended prosecution history of these applications, and requires detailed analysis in each application to identify appropriate next steps in examination. Incumbents may participate in a variety of activities including: providing assistance to individual applicants through frequent interviews; responding to telephonic inquiries; development of training materials for examiners and proseapplicants; participation in outreach events directed at small and independent inventors; and identification of best practices and process improvements. Responsibilities
Analyzes claims for compliance with 35 U.S.C. 101, 102, 103 and 112; conducts examination according to statutes, rules, regulations and guidelines governing the examination process.
Determines the granting or denial of patent applications, and formulates proper office actions.
Identifies, discusses and resolves issues attendant to the examination of pro sefiled applications in the context of interviews with applicants, quality enhancement meetings with other examiners, and consultation with other USPTO areas (e.g. OPAP, OPLA).
Provides assistance directly to pro seapplicants and inventors who are considering filing an application for patent, in response to telephonic or e-mail inquiries.
Ability to solve technological problems of a highly advanced level of difficulty when examining applications in the related areas.
Contributes to development of training materials and best practices for examiners and pro seapplicants.

Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-14 grade level in the Federal service.
