The Chief Economist will support the mission of the OPIA and the USPTO by formulating, planning, conducting, and responding to economic studies, analyses and research related to domestic and international IP protection and enforcement. The Chief Economist will also develop conclusions and recommendations concerning such studies and research, including economic impact on the USPTO or U.S. interests, while ensuring effective coordination and communication between OPIA and other USPTO Business Units, other U.S. government entities, and domestic and international organizations with regard to economic issues relevant to domestic or international IP protection and enforcement.
Specifically, the Chief Economist shall:
Work actively with the Under Secretary and senior USPTO management to identify areas of research need, prioritize the resulting questions, and lead the Office of Chief Economist (OCE) team to conduct studies, research, and analysis accordingly.
Ensure that research projects are completed in a timely, cost-effective manner. The Chief Economist ensures that reports, analyses, white papers and the like are presented in a manner that is accessible both to trained economists and to a more general audience.
Participate as a sole representative of the United States or as a senior expert on a team, in projects to realize the Administration's objectives in economic matters where exceptionally sophisticated or complex economics or statistical issues are involved; advise other staff members and executives on the more complex and subtle aspects involved in planning, establishing strategies for, and conducting negotiations associated with matters of economic importance; and consult and coordinate with top level officials in other agencies such as the Department of Commerce, the Department of Justice, the Department of State, and the Office of the United States Trade representative.
Ensure that the OCE staff accurately and appropriately conducts research on various economic topics as it relates to IP policy and its impact on national and international economy.
Participate in international meetings, conferences, and workshops regarding IP-related economic issues with economists and representatives from IP offices, foreign governments and domestic and international organizations.
Directly supervise the supervisory Economist, overseeing the planning, direction and timely execution of programs; manage organizational changes or major changes to the structure and content of programs; render advice, counsel or instruction to employees on both substantive work and administrative matters.

You must be a U.S. citizen to qualify for this position. You will need to successfully complete a background security investigation before you can be appointed into this position. Demonstrated experience in leadership positions and the ability to plan, direct, and review the work of professional staff in the analysis of economic data and preparation of comprehensive reports; apply expert judgment, prepare valid conclusions and accurate evaluations related to forecasting developments in the field of intellectual property; speak, write and communicate effectively with government officials, members of Congress and others.
You must meet the basic requirements:
A. Degree
: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus, or
B. Combination of education and experience:
Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
If you are using a combination of education and experience in order to substitute for the degree, you must possess the following types of experiences:
Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; and
Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; and
Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following: a) personal research that produced evidence of results, b) direction of graduate theses in economics, or c) service as a consultant or advisor on technical economic problems.
