Responsibilities
This position will be filled on a temporary basis in one of the Technology Centers (TC). This position provides expert technical evaluation for experience for the most difficult and procedurally complex examinations of cases in Computer Engineering arts from any TC. The incumbent may also be called upon to render technical evaluation in other procedurally complex cases. The incumbent will be supervised by a Supervisory Patent Examiner. These cases pose difficult technical and legal problems, frequently involve litigation among various parties, and may be subject to extensive national publicity. Examiner exercises Full Signatory Authority. The incumbent will also perform the following duties:
*Analyzes claims for compliance with 35 U.S.C. 101, 102, 103 and 112; conducts examination according to statutes, rules, regulations and guidelines governing the examination process.
Determines the granting or denial of patent applications, and formulates proper office actions and presents the actions in a conference with another primary examiner and the supervisor.
*Identifies, discusses and resolves issues attendant to the examination of complex applications in the context of pre-conferences and conferences for the preparation of office actions as both the author of the action or as a conferee for another primary examiner.
*Reviews applications and proceedings for technological accuracy for other primary examiners.

Specialized Experience
:is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the federal service.
Specialized experience for this position includes performing patents examination processes, as a primary examiner, in any TC with computer engineering arts duties and responsibilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may not be substituted for specialized experience at this grade level.
Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website – US Department of Education. Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application.
