Consultant IV - Part Time (Intellectual property, patents, and federal technology transfer)

This position requires U.S. Citizenship or a Green Card holder and the ability to obtain and maintain a Government public trust level security clearance. For a candidate that is a Green Card holder, they
must have lived in the United States for at least three out of the past five years prior to your application date. You will also meet the residency qualifications if you lived abroad while on government or military duty or if you were a dependent of a federal employee of military member.
The employee shall provide expertise in marketing of The U.S. Food an Drug Administration’s (FDAs) inventions for licensing, consultation on patent portfolio work, and studies related to licensing of FDA inventions and downstream impact. The employee will also provide support in other areas of technology transfer and development, such as handling of software inventions under Cooperative Research and Development Agreements, development, drafting, and implementation of proposals and project plans related to the continuing re-organization and expansion of FDA Technology Transfer Program (FDATT).
The employee shall provide services in support of FDATT to enhance and expand the ability to provide a comprehensive federal technology transfer program that is independent of the need for patenting and licensing services from another federal agency.The activities are anticipated to cover four areas listed in the tasks below of current and active interest to FDATT.
*The employee shall perform work related to licensing out inventions from the FDA technology portfolio, including market studies of targeted technologies, according to program needs as instructed by Director, FDATT. Work in this task area shall require travel and conference participation. The specific conference will be determined by Director, FDATT. The employee activities at relevant conferences to support the marketing and licensing of FDA technologiesshall include:
oMarketing of FDA technologies to potential
partners at FDATT exhibit booth.
oParticipation in planning and coordinating exhibit booth materials and displays.
oAid in the FDATT program outreach initiative to raise awareness of the research, licensing, and collaboration opportunities at the FDA.
*The employee shall develop further implementation plans for the anticipated growth of FDATT as it completes its incorporation of patenting and licensing activities. The implementation plans shall take in account budget and resource considerations, balanced against the amount of services required by the FDA staff for all technology transfer areas, including collaborations and technology licensing. The employee shall assist in the continued implementation of the current plans, including those related to infrastructure vital to the program such as technology transfer data systems. Implementation plans shall include the development of needed processes to successfully complete the patenting and licensing portfolio transition and fully integrate the tracking, monitoring, and reporting of related activities into the technology transfer data systems.
*The employee shall provide general intellectual property guidance for FDATT on an ongoing basis, according to program needs.
*The employee shall plan and perform analysis to determine impact of FDATT activities on FDA’s research programs and mission, including determining meaningful metrics that can be easily collected. Complete other assignments in area of technology transfer data collection and analysis as it relates to improvements in FDATT business practices and technology licensing.
This position requires a minimum of ten (10) years-specialized experience in operations or management; or, clearly demonstrated to the selecting official, through prior job performance or education, an ability to perform the duties of this position.

Consultant services in written and oral communications * Technical knowledge and expertise in intellectual property, patents, and federal technology transfer. * Services and expertise in performing market studies on FDA inventions for the purpose of enhancing FDATT’s capability to license out the inventions for commercialization. * Services and expertise in providing general intellectual property guidance. * Services and expertise to assist with implementing proposed re-organization and expansion * Services and expertise in developing proposals for expansion of federal technology transfer programs. * Services and expertise in developing guidance for use of FAR to obtain appropriate access to intellectual property under contracts, including rights in data and software.
